FIREARM & LOWER RECEIVER PURCHASING GUIDELINES

A common misconception about buying a gun online is the "online loophole”. THIS IS FALSE! Because all firearms must be shipped to an FFL dealer first for processing, they CAN NOT be shipped directly to you the customer.

  1. Choose your very own firearm from our wide selection. Keep in mind firearms and 100% lower receivers must ship to an FFL. Your local FFL will handle the transfer to your possession.

  2. Find a local/ affordable FFL dealer you would like to use and get a copy of their FFL License. Contact the FFL and make sure they will receive the firearm(s) for you and are not closed for business or are otherwise not receiving transfers. Do not assume a dealer / FFL will receive a firearm for you, contact them first

  3. All firearms must be shipped to an FFL dealer first for processing, they cannot be shipped directly to you the customer. After placing your order, please email us a copy of your FFL’s license & Order # to: [email protected]. Email only, we do not accept fax.

  4. Please allow additional lead time for FFL items to ship. Go to your chosen FFL and wrap up any paperwork that may be remaining. From there you can take your gun home and enjoy it!

Due to the nature of sold items, all sales are FINAL. If there is an issue, please let us know and we will try to come to an agreeable solution. If there is something wrong with the item, please contact the item's manufacturer for warranty support. 

All items are subject to a 15% restocking fee if returned. 

We Obey all Local, State, and Federal Laws

Bill Carswell LLC follows all local, state, and federal laws with respect to the sale of firearms. All items sold are legal in the United States. If the item you are purchasing is not legal in your state, your purchase will be refunded with a 15% restocking/processing fee. 

Bill Carswell LLC only ships firearms to valid FFLs and will not ship any of these restricted items to individuals. You will fill out any required paperwork (e.g. ATF Form 4473 Firearms Transactions Record Revisions) and any other local and state required forms at your local FFL. Your local FFL will run any necessary background checks as well before releasing your firearm to you.

State Specific Restrictions

Alaska: Due to shipping restrictions, Bill Carswell LLC does not ship to the state of Alaska.

California: Due to local regulations, Bill Carswell LLC does not ship ammunition to Los Angeles, Oakland, Sacramento, San Francisco or Avalon. We can however, ship to the rest of California, but it must be through a Federal Firearms Licensee (FFL). California residents cannot purchase incendiary or tracer rounds. 

Connecticut: Due to local regulations, Bill Carswell LLC can only ship ammunition to residents of Connecticut if they provide a valid ammunition certificate or a valid permit to carry a pistol / revolver or a valid long gun eligibility certificate.

Hawaii: Due to shipping restrictions, Bill Carswell LLC does not ship to the state of Hawaii.

Illinois: Due to local regulations, Bill Carswell LLC does not ship ammunition to the City of Chicago. We can however, ship ammunition to the rest of the state of Illinois, but you must provide a photo of your valid state FOID card & photo of your driver’s license or valid state ID card.

Massachusetts: Due to local regulations, Bill Carswell LLC does not ship to Massachusetts.

New Jersey: Bill Carswell LLC can ship ammunition to residents of New Jersey; however, some calibers require a valid copy of your firearms purchaser identification card or valid copy of your permit to purchase / carry a handgun. (example: .223, 5.56, 300 BLK, .308, 7.62x51 have no requirements).

New York: Due to local regulations, Bill Carswell LLC does not ship ammunition to New York City or the surrounding boroughs. We can however, ship ammunition to the rest of the state of New York, but it must be through a Federal Firearms Licensee (FFL).

Washington: Due to local regulation, Bill Carswell LLC does not ship standard capacity (also referred to as "high capacity" >10 round) magazines as of July 1, 2022.

Washington DC: Due to local regulations, Bill Carswell LLC does not ship to Washington D.C.

If you live in any of the following states below, Bill Carswell LLC can ship to you without any known restrictions:
Alabama, Arizona, Arkansas, Colorado, Delaware, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, West Virginia, Wisconsin, Wyoming.

Magazine Restrictions

Bill Carswell LLC will not ship standard capacity (some states refer these magazines holding more than 10 rounds as "high capacity") magazines to states where purchase or possession of them is not legal. Orders that come with magazines but are purchased from states that impose limits will not ship with magazines greater than 10 rounds. These are the following states that we will remove (and in some limited cases, replace with a legal 10-round magazine option):
  • California
  • Colorado
  • Connecticut
  • District of Columbia
  • Hawaii
  • Maryland
  • Massachusetts
  • New Jersey
  • New York
  • Vermont

Note: Please use this as a reference. State laws change frequently and you as the customer are responsible for knowing your state laws, not Bill Carswell LLC. Please contact your local law enforcement agency or attorney’s office if you have any questions or doubts as to whether you’re allowed to purchase ammunition.
